Inflate the balloon partially. 

Balloon expands and syringe plunger moves out when bell jar is evacuated. The syringe and balloon are not related. You can do one or the other. They are together here for catalog compactness.

DO NOT PUMP TOO MUCH. Syringe plunger may pop out and break.
